I have skin that is very bumpy. Someone felt my arms said it felt like i had goosebumps. The tops of my arms are red and bumpy but the the bottom part is smooth and white. The tops of my arms near the shoulder are white but dry and very bumpy. The bumps arnt red just white. My legs are red too and not bumpy. They are little dots everywhere almost like hair foliciles. You cant feel them but you can see them and they are always super dry even with lotion. I have extremely sensitive skin too. Anyone have any ideas what this might be ?

Sounds like you have Keratosis pilaris, not a problem -
"is a very common genetic follicular condition that is manifested by the appearance of rough bumps on the skin and hence colloquially referred to as "chicken skin". It most often appears on the back and outer sides of the upper arms (though the lower arms can also be affected), and can also occur on the thighs and tops of legs, flanks, buttocks or any body part except glabrous skin (like the palms or soles of feet). Less commonly, lesions appear on the face and may be mistaken for acne." - Wikipedia
See your doctor or a dermatologist - they can prescribe Urea Cream to minimize the look of the bumps.
